I want to transplant a rose bush in my garden. I live in New York. Can I transplant in fall or should I wait until spring?

Roses go through a dormancy period in winter and that's when they should be moved. If you can't move yours in January or February due to weather, move it in early March before it begins new growth. Water it in well and it should re-establish quickly. Best wishes with your rose bush!
