Charlotte, I can't say for sure what those plants are but a wild guess is that you are seeing sago palms also known as Cycads. Do a Google photo search for one of these names and see if that is correct. Your County Extension Office should be able to identify them if this is not correct by looking at a photo you bring in or e-mail to them. They can also help you with how to propagate the small "pups" around the plant.
