| Judith, Other than contacting your neighbor or a city department or neighborhood association, all that is in your power is to sever the roots of the plant down the line between your properties to prevent them from growing on your side of the line. Take care to check before digging by finding out where in your community to call for locating underground utilities. This is usually a free service to avoid VERY costly problems. |
