I bought two dwarf burning bushes in the spring from
Home Depot (euonymus alatus compactus). I have them
planted in two different areas, and notice neighboring
burning bushes are turning, but mine are still green.

The leaves of your burning bushes are cold sensitive and cold weather is what prompts a color change. If yours are planted in a protected spot, or beneath large trees, that would explain why the leaves are not changing colors - they are being sheltered from the elements. They will eventually change, but they may never be on the same schedule as other burning bushes in your neighborhood. Enjoy your garden!
