I have a mature sissoo tree, planted in the rock section of our yard, and there is one root that has grown under the curbing and into the grass. Can I cut and remove that root without harming the tree?

Removing a single root from your tree should not compromise its health. Cut it back several inches from the curbing, just in case the remaining part of the root sends out smaller roots. This will give you room to cut back anything that threatens the curbing again. Best wishes with your landscape!
