Water friendly backyard - Knowledgebase Question

I have a backyard that is all dirt and would like to transform it to a drought resistant garden, but also have fruit trees and be dog friendly, so some type of lawn for him to lay in would be appreciated.

I also have a 2 tiered brick area in the back and not sure what to put there.
