Although willows have a reputation for seeking water, if you give your curly willow enough water, and water deeply to encourage deep roots, you shouldn't have a problem with roots coming to the surface and upsetting the pavers. You could move it (winter or early spring is best) or you could grow it in a large container sunk into the ground - the container will contain the roots - if you're really concerned. It's easier to dig a small tree so now's the time! Good luck with your landscape!
