My mandevillas & alamandas(sp?), both vines, have had their leaves killed in the recent frosts; should I trim them & if so, how/where & when?

You can cut off the winter damage and the plants should recover. Cut back as far as necessary. Now's a good time to prune them. Best wishes with your plants.
