when is the best time to plant roses?

You can plant bareroot roses as soon as they are available in your garden center - usually February or March. You can plant containerized roses in the spring or fall, when the weather is cool and the plants are not in bloom. I would avoid summertime planting - roses will be stressed from planting and the summer heat will make it hard for them to grow, flower and still establish their root systems.
