Is the time OK now to prepare planting bean in the garden and green pepper in pot?

You're in USDA gardening zone 5 with an average last frost somewhere between March 30 and April 30. We generally start sowing seeds indoors 5-7 weeks prior to the last frost date. I'd use April 1 as a target date for getting plants outdoors or sowing seeds directly in the garden (such as the beans). Start your pepper seeds indoors now and plan to set them outdoors after April 1, when the temperatures outdoors warm up. Good luck with your garden.
