I suspect the soil is full of organic matter, which is a good thing. However, it may also be full of clay, which is difficult to garden in. Why not take a shovelful of the soil, spread it out and let it dry, then rewet it? If it doesn't turn to rock hard adobe when it dries, and if it rewets easily, it can be used as an amendment to your garden soil. Best wishes with your garden!
