why doesn't my lemon tree produce?

Several things can keep a lemon tree from flowering and producing fruit. The first is immaturity - it takes several years of growth before a lemon tree is old enough to develop fruit. The second is location. Citrus trees needs lots of sunshine. The third is overall health. If you see new growth each year and if your tree is flowering but not producing fruit, then lack of pollination can be the reason. Finally, if your tree is not flowering at all but is getting enough sunshine, water and ferilizer, I would suspect that is isn't quite mature enough to produce fruit.
