my japanese magnolia has serveral sprouts around the bottom. can these sprouts be cut and transplanted?

The sprouts or suckers are coming from the root system and should be pulled off rather than cut off. They probably won't root for you because they do not have their own root systems. Instead, they are taking their moisture and nutrients from the roots of the parent plant. I would pull them away from the roots before they become too established and you end up with a colony of suckers rather than a single specimen magnolia. Best wishes with your landscape!
