When you say sow cool season crops in your garden, does that mean seeds or plants? And do you still have to cover them in case of a frost?

Sow usually means to plant seeds. You can sow seeds of cool season vegetables now or you can set out plants. As long as the temperatures remain above freezing, you won't need to cover the plants. If frost is predicted, cover them overnight. Hope this clarifies things for you.
