what is more effective for weed control when planting a raised bed garden - landscape fabric, black plastic, or layers of newspaper

I would avoid black plastic at all costs. It keeps water from penetrating into the soil. The advantage of newspaper is that you can dig it into the soil at season's end. If you don't plan on replanting every year, then newspapers aren't the solution. So, for a perennial garden, weed barrier fabic is the best. Anchor it down and then cut slits or X's where you want to place your plants. Best wishes with your garden!
