when is the best time to plnat tomato i live in north carolina

Your last average frost date is around April 8. I would wait 2 weeks after the last frost date and plant my tomatoes about the third week of April. Waiting will ensure that the soil warms up enough for good growth. Best wishes with your tomatoes.
