I live in upstate ny its still pretty chilly here, goes from about 35 to 55 some days. I am new at gardening. When is a good time to start planting, what should I plant, and how do I begin? I am interested in flowers not veggies.

Your average last frost date is about April 20th. I'd give the soil an additional 2 weeks to warm up before planting perennials. Some of the best performing perennials for your gardening region include:
Bellflower (Campanula); Blanketflower (Gaillardia); Chrysanthemum; Columbine (Aquilegia); Coneflower (Rudbeckia); Coralbells (Heuchera sanguinea); Coreopsis;
Daylily (Hemerocallis); Delphinium ; Gayfeather (Liatris pycnostachya); Globe Thistle (Echinops ritro); Iris; Lupine (Lupinus); Pinks (Dianthus); Plantain Lily (Hosta plantaginea); Pyrethrum (Chrysanthemum coccineum); Red-hot-poker (Kniphofia foliosa); Shasta Daisy (Chrysantemum maximum); Sunflower (Helianthus annuus) and
Tufted Pansy (Viola cornuta). There are also hundreds of annuals you can plant. Before planting be sure to spread some compost or other organic matter over your soil and dig it in to a depth of about 8 inches. Your perennials should thrive. Enjoy your new garden!
