I was in Phoenix recently and saw millions of red flowering bushes - some even climbing - what is that? I saw them everywhere when I was in LA a couple of years ago

My guess is bougainvillea. They are planted everywhere in California and Arizona and even along the highways in Hawaii. You should be able to grow them in Texas. There are many different colors but red is the hardiest and the most widely planted.
