After the flower falls off the stem, how long do I need to let the leaves and stem grow before I can cut them to the ground?

You can cut off the flowering stem now but allow the foliage to wither and die on its own. The leaves are transporting energy to the bulb for next year's floral display. If you cut them off too soon, the bulb won't have enough energy to flower next year. They should die down on their own within 4-5 weeks. You can then safely pull or cut them away at soil level.
