We have a section in our lawn that will not grow grass. We have put in new dirt, we have put down Scott seeding dirt, we have done basically everything we can think of or have heard of - but grass will not grow. Help. Thanks.

Fresh soil and fresh seeds should do the trick. If not, the drainage may not be quite right or there's too much shade for grass to thrive. Fescues are the most shade tolerant grasses so if there is a lot of shade, try a mixture of grass seeds with fescues included. Aside from the above, I don't know what to suggest! Best wishes with your lawn.
