Can leland cypress an holly bushes be dug up and transplanted? If they can will it harm if some of the roots are cut while digging up?

You should be able to dig and transplant them in the spring or in the fall when the weather is cool. Try to keep the majority of the rootmass intact - feeder roots or small roots can be pruned with your shovel without harm, but don't take off anything larger than a half-inch in diameter. To lessen transplant shock, replant as quickly as possible and water them well. Be sure to deeply soak the soil once a week during the spring and summer months to make sure they re-establish their roots systems. Best wishes with the move!
