I have removed a concrete slab porch. I will leave the walls and make a raised flower bed with a couple of bushes and flowers in it. It is full of sand now. How much sand do I have to remove and replace with topsoil?

Your shrubs will need at least 18 inches of top soil for good growth; perennials can get by with 12 inches. So, if the sand is only a few inches deep, just put 18" of top soil on top of it. If it is deeper, remove enough to accommodate 18 inches of top soil. Good luck with your raised garden.
