Should I use epsom salt as a fertilizer for my tomato plants?
Where can I purchase liquid fish or seaweed fertilizer?

Epsom salts is a source of magnesium. If your soil is lacking in this mineral you can add some around the base of the plant. Both fish emulsion and seaweed fertilizers are available at most garden centers. They are typically sold in gallon containers. Best wishes with your tomato plants!
