Until you actually find insect problems, there's no way of knowing whether that is true. Typically farmers use insect specific controls for their crops which will control those pests but not necessarily drive them away. The good news is that if a large population of destructive pests move into an area it attracts beneficial or predacious insects which feed on the adults or eggs of the destructive pests. There's a balance in nature so if we're patient, the beneficials will arrive and reduce the numbers of destructive pests. Why not take a wait and see attitude. You may be surprised to find that close proximity to a potato farm will make no difference at all in the number of insects you find in your garden.
