How long after planting seeds for vegetables, flowers (e.g. perennials) and garnishes (e.g. dill, parsley) in indoor planters should I then transplant them to the outdoors?

You can grow your seedlings indoors until they develop 2 or 3 sets of leaves and then set them outdoors about mid-May when the weather warms up. Best wishes with your garden!
