Railroad Ties - Knowledgebase Question

Do you have any suggestions on installing railroad ties to create a nice border surrounding my garden? Should they sit at ground level or be dug into the ground a little?

First, be cautious. Railroad ties are usually treated with creasote which is toxic. Do NOT put them around your vegetable (or edible) garden. Have you already got them? If you haven't, I think I'd reconsider. However, if you have them already, I would dig them into the ground a little bit.
