A month ago I planted 50 rosa rugosa shrub roses. 32 show signs of life. How long do you give the 17 other shrub roses before you decide they did not grow and before replacing them?

I'd give the new plants a little more time. They may just be a bit slow. Give them the benefit of the doubt for another couple of weeks...until it gets really warm. Then re-assess. Be sure the roses are well watered--roses really do require a lot of moisture. But don't make a soggy puddle for them to stand in. Perhaps set the hose so it barely dribbles water and then leave it on each rose for 1/2 an hour or so a few times a week. Underwatering is the number one reason that newly planted trees and shrubs die.
