The most common reason arborvitaes develop brown foliage is root rot caused by overly wet, poorly draining soils. While you can control how much water you give your arbovitaes, you can't control the rainfall and heavy soils that do not drain will can actually suffocate the roots. The only real fix is to amend the soil with organic matter so it drains well and to plant your arbovitaes a little higher in the soil. You can feed your arborvitaes with an evergreen plant food or a simple 8-8-8 fertilizer. Best wishes with your arborvitaes.
