Knock Out roses do best in well amended soil but not so well in heavy clay soil. Could it be that your neighbors prepared the soil a little differently when they first planted their roses? That might account for the growth rate. Knock Out roses should be pruned back to about 12 inches in the spring and they will form a nice mound about 3' high. They need to be fed during the growing season (use a specially formulated rose food and apply in the amounts as recommended on the package) and they should be watered deeply once or twice a week during the growing season. Give these suggestions a try and you should see a difference. Best wishes with your roses!
