I planted about 10 creeping phlox plants last year. every other one died. Any idea why

Creeping phlox is a very hardy plant but they require fast draining soils. I suspect the roots suffocated in overly wet soils - although the pattern you describe is rather odd. The good news is that the remaining plants should grow together and cover the bare spots.
