Not many shrubs will tolerate both heat and shade and still bloom, but here are two suggestions:
Dwarf Abelias Height x Width: 2-4' H x 3-4' W Bloom Color: White or Lavender
Bloom Time: Summer through Fall Water: Low once established Features: Clusters of small white or lavender bell-shape flowers are produced in abundance summer thru fall. Low mounding habit. Drought tolerant.

Barberri 'Crimson Pigmy' Size: 2' H x 3' W Bloom Color: Yellow - inconspicuous
Bloom Time: Spring Water: Low - drought tolerant Features: Outstanding maroon-red foliage on this low, mounding shrub. Extremely drought and heat tolerant.
