Are Lombardy Poplars also called the "cottonless cottonwood"?

"Cottonless Cottonwood" covers a number of male forms of a variety of cottonwood or poplar trees. Lombardy Black Poplar (Populus nigra ''Italica") is a male clone propagated by cuttings so it is cottonless.
