when I deadhead a spent flower do I cut just the flower or the entire stem

It depends upon the plant but usually you just remove the flower where it joins the stem. In plants such as petunias, you can take some of the stem, as well. This will encourage multiple stems to grow and each will produce a flower. Best wishes with your plants!
