does oliander grow well in the northwest? I love seeing it is California as a hedge.

I'm afraid oleanders will not grow in western washington. There's too much rain to suit it. There are other hedging plants that thrive in the Pacific Northwest, though - viburnums, abelia and even salal will all grow into attractive hedges. Best wishes with your landscape.
