I'd plant an evergreen vine to cover the fence and some shrub to disguise its look.
Campsis radicans (trumpet creeper), Lonicera sempervirens (trumpet honeysuckle),
Parthenocissus quinquefolia (Virginia creeper) and good vines for your region,
Ilex opaca (American holly), Ilex vomitoria (yaupon), Morella cerifera (wax myrtle), and Arctostaphylos uva-ursi (kinnikinnick) are reliable shrubs. Enjoy your new landscape!
