I bought blue lobelia plants without any flowers on them and they still have not bloomed after being planted in sunny, fertile soil.

I love blue lobelia and plant it every year. I wouldn't be concerned yet about the lack of flowers. In fact, compact plants not yet in full flower perform better for me than those I buy full of blooms. Given sun and good soil, they will bloom. Avoid high-nitrogen fertilizer, which will encourage foliage growth at the expense of flowers. You could fertilize with a high phosphorus and high potassium fertilize, such as a 5-10-10, to encourage good rooting and flowering. Use a dilute solution throughout the summer to keep the plants flowering. Good luck.
