To be painfully honest, most people who suffer plant allergies are allergic to the pollen produced by plants when they bloom, and plants do bloom. They do this in order to reproduce. Some years seem to be worse than others in terms of allergies, although it does seem to depend on both the weather and the sufferer's individual sensitivities. An allergist might be able to help you identify which plants are most irritating in particular and should thus be avoided.
