Hardy hibiscus, also called Rose of Sharon can freeze all the way down to ground level each winter and still sprout new stems from the crown of the plant. Sometimes they are slow to grow in the spring, but they usually do - unless the roots sat in soggy soil all winter long. If this is the case, the roots can suffocate and die. I'd give the plants a little more time to wake up from their winter's nap. If they are not up and growing by the end of May, they're goners. Hope they sprout new growth soon!
