All kinds of worms and beetles like to feast on new rose leaves. As soon as the weather warms up they will go elsewhere. I can't recommend a control until the culprits are identified so try to catch them in the act of feasting. Collect a few in a plastic baggie and take them to your cooperative extension office or well staffed nursery for identification. Once you know what you're dealing with, you can choose a chemical control or you can choose to just hose them off the plants. The holey leaves won't hurt your new roses and later in the season you can prune them off so you don't have to look at them! Best wishes with your new roses!
