Browning toward the center of the plant is usually normal but it could indicate spider mite feeding; browning on the outer needles can indicate winter dieback or other cultural problems. Needle miners can cause yellowing/browning needles so check carefully for holes in the affected needles or webbing or frass (bug poop). Aside from the above, root stress can cause browning of the needles. Hope this information gives you some clues as to where to start looking for problems with your spruce.
