Our backyard has seveal slopes and hardly any flat areas. We want to have a large out building built, around 14'x16', something like that. Is it better to build a retaining wall, try to change the grade to build or would it be better to build a very large and well suppported deck and build the building on it? This will be the large feature in yard, any design would have to go around it.

I would scratch the idea of building your outbuilding up on a deck. Instead, have a contractor come out and assess the site. If you change the grade you'll also be changing the drainage, which may or may not be a good idea. A landscape designer will be able to assess the site and make recommendations that will not only work within the site but will not adversely affect it now or in the future.
