What are these brown round bumps on my houseplants that are killing them slowly, and what can I use to get rid of them quickly?

Sounds like scale insects have attached themselves to the stems of your houseplants. Scale are sucking insects and they're firmly attached, so you'll have to dislodge each and every one of them to save your plants. Just take a cotton swab or dampened paper towel and gently rub them off. If the population is huge and your plants look sickly, it's sometimes best to toss the plants and replace them with healthy specimens. Be sure to carefully inspect every new plant you bring home so that you're not importing insect problems that could spread to other plants.
