If your rosebush looks otherwise healthy, it may not be getting enough sunshine to produce flowers, or it is getting too much fertilizer. One high in nitrogen such as used on lawns can promote green growth but at the expense of flowering. So if your rose is near a regularly fed lawn, that might account for non-blooming. You didn't mention whether or not you prune your rose bush. Pruning increases the chances of new flowering shoots and this holds true whether you have a shrub rose or a climber. Hope this information helps you determine just why your rose is not blooming.
