Is the pony tail grass truly a perennial for this region & do you cut it back in the spring?

Ponytail grass is hardy to 10 degrees. Some winters it may survive, others it may not. I would consider it an annual and if/when it overwinters, consider it a bonus. Older, established plants are more hardy than young plants so if you can get it to winter over for two or more winters, I think it will come back every year after that. Yes, you cut it back in the spring, just as new growth begins. Enjoy!
