It's difficult to diagnose a tree problem without seeing the tree. Cryptomeria does turn a reddish brown in the winter months but greens up again in the spring. So if the needles are falling, it indicates a problem. If not, it may just be slow to green up this spring. If the needles are falling, it sounds like the top is dead. Might be weather related or it might indicate a root problem or even an insect infestation. Wish I could offer some advice, but without seeing the tree, I'm at a loss to suggest controls. Sorry!
