I can't really diagnose the problem without seeing the rose bush. Wilting or drying leaves can indicate a disease or be signs of water stress. Roses appreciate ample water but need soil that drains well. It might be that the soil is holding too much water. Fungal diseases can cause the same symptoms. At this point I can only suggest you either dig the plant, amend the soil and replant it, or cut a few of the affected leaves off the plant and take them to your local cooperative extension office or well staffed nursery for diagnosis. Once you know what's causing the symptoms you can take preventative measures. Good luck with your rose bush!
