I heard somewhere that citrus trees should not be mulched up to the trunk. What are the guidelines for mulching citrus. Thank you.

What you've heard is true for most trees. The mulch should be kept an inch or two away from tree trunks. If it is directly touching the trunks it can hold too much moisture against the bark and cause rot. So, 2-3 inches of mulch beneath your citrus tree, kept an inch or two away from the trunk will help slow evaporation, keep the roots cool and suppress weeds. Enjoy your landscape!
