Shrub Fence - Knowledgebase Question

I live in Thousand Oaks, CA 91360. I am working on a tropical theme. I want to build a fence in the front of the house, facing west. I am looking for something that is about 4 Ft tall, evergreen, dense, tropical, will take a lot of heat and preferably blooms all year round. I prefer something that is free-flowing, not like a formal hedge that you trim to keep in shape. What would you recommend?

I would go with Nandina domestica Harbor Dwarf. This dwarf version of the species grows about 4? tall with the same elegant lacy foliage that you would find on the full sized version. Bronze orange and red fall color, white flowers and red fruit persists through winter. It takes heat and full sun. Best wishes with your landscaping project.
