Crinkly or curling leaves on bell peppers is usually an environmental problem and should not affect the plant's ability to flower and produce fruit. Heat, cold, water stress or even fertilizer can affect the growth rate on a pepper plant and the result can be crinkly or curly leaves. There's nothing to worry about.
