I have a miniature shrub bush planted in a large pot, along with Dusty Millers, and sweet alyssum. The Dust Millers and alyssums are doing fine, but the roses not so much. The leaves have turned golden and there are no more buds or blooms. Can you tell me the problem?

It doesn't sound as though your rose is very happy, does it? Roses sometimes resent competition from other plants for moisture and nutrients, preferring to reside alone. I would dig and move the rose to its own container where it doesn't have to compete. I think you'll see a big difference in its growth once it becomes established and it should develop lots of healthy foliage and flowers. Good luck with your rose!
